Colonel Oxley is a native of the Pacific Northwest. He was commissioned an Infantry Officer through Army ROTC in 1996. His initial assignment was as an Infantry Platoon Leader with the 1st Battalion, 26th Infantry, 1st Infantry Division in Schweinfurt, Germany. Following the Signal Officer Transition Course, he was assigned to the 1st Battalion, 7th Field Artillery and deployed to Kosovo in support of Operation Joint Guardian.

In 2001, Col. Oxley was assigned as a G6 Operations Officer, 3rd Infantry Division and deployed to Bosnia-Herzegovina. Upon his return, he deployed to Kuwait for Operation Desert Spring with the 3rd Brigade. He subsequently assumed a Signal Company Command and deployed to Operation Iraqi Freedom (OIF) with the Division’s 1st Brigade.

Following OIF, he was assigned as the Assistant Professor of Military Science (APMS) at Central Washington University, Ellensburg, Washington. In addition to his instructor duties, he served on the university’s faculty senate for 3 years.

In 2008 Col. Oxley returned to Germany as the 2nd Calvary Regiment’s S6 and deployed to OIF. Following the 15 month deployment, he was assigned as the Executive Officer of the 44th Expeditionary Signal Battalion in Schweinfurt.

He attended the Command and General Staff College in 2010 and upon graduation assigned to the Mission Command Training Program (MCTP). This assignment was followed by G6 for the 20th CBRNE Command at Aberdeen Proving Ground, MD.

In 2015 Col. Oxley reported to the US Africa Command (AFRICOM) in Stuttgart, Germany and assigned as the J63 Plans and Operations Chief. He was then selected as AFRICOM’s first J36, Cyber Operations Division Chief.

Prior to his assignment to the 94th AAMDC, he was assigned to the 32nd Army Air and Missile Defense Command (AAMDC) Fort Bliss, Texas. In this capacity he deployed to Qatar in support Operation Spartan Shield, returning to Fort Bliss in December of 2020.

Col. Oxley is a graduate of the Command and General Staff College and Joint Forces Staff College. Col. Oxley holds a B.A. in Communication and M.A. in Organizational Leadership. His awards and decorations include the Legion of Merit, Bronze Star Medal (w/Oak Leaf Cluster), the Defense Meritorious Service Medal, the Meritorious Service Medal (w/5 Oak Leaf Clusters), the Expert Infantryman Badge and Army Parachute Badge amongst others. He is married with two children.
